Organizational changes at the City of Dieppe
DIEPPE, NB — Dieppe’s Chief Administrative Officer, Marc Melanson, made a number of changes to the City’s organizational structure earlier this year.
“The new structure is designed to bolster our capacity to achieve our strategic objectives while continuing to deliver services. It also demonstrates the importance that City Council places on immigration, the environment and public transit, with the creation of positions solely dedicated to those issues," he says.
The structure includes four main divisions reporting directly to the Chief Administrative Officer:
- Clerk’s Office
- Organizational Services
- Operations and Community Living
- Sustainable Development and Urban Safety
To assist the Chief Administrative Officer, three deputy positions were also created.
Luc Richard is now Deputy Chief Administrative Officer, Operations and Community Living.
Luc joined the City of Dieppe in 2003 where he has held the positions of Deputy Director of Recreation Services and Director of Corporate Affairs and Organizational Performance. He also served as Director of Community Development and Municipal Performance and was responsible for transit service improvement and citizen engagement.
Angèle Spencer becomes Deputy Chief Administrative Officer, Sustainable Development and Urban Safety.
Angèle began her career as an engineer with the Department of Transportation and Infrastructure. She then worked for the Department of Environment and Local Government before joining the City of Dieppe as a project engineer in 2009. In 2017, she became the first woman to serve as Director of Engineering for the City of Dieppe.
She has been involved in asset management, continuous improvement and overseeing various infrastructure projects, including the marsh section rehabilitation of Amirault Street, of which she is very proud. She is a graduate of the Université de Moncton in Civil Engineering.
The Deputy Chief Administrative Officer, Corporate Services position will be filled later.
Clerk’s Office: deals with the legal obligations of the municipality and includes the Clerk’s Office, bylaw enforcement and public safety. Reports directly to the Chief Administrative Officer.
Corporate Services: provides strategic support to the following departments: finance, communications, human resources, information technology and municipal performance.
Operations and Community Living: focuses on meeting the needs of external clients (residents, clients, organizations, etc.). This includes immigration, tourism, mobility (including public transit, active transportation and adapted transit services), community development (including recreation, user and customer services) and the operations (public works, water and sewer, facilities and mechanical, buildings, custodial services and special projects).
Sustainable Development and Urban Safety: meets needs related to land development, protecting lives and preserving property and infrastructure during emergencies. It includes planning and development, the environment, engineering and firefighting.
"This new structure allows us to position ourselves to better meet our strategic needs, promote innovation, and provide strategic support to the Chief Administrative Officer," explains Marc Melanson.
Other appointments
Other appointments were also made to the municipal management team.
The fire department now has a new Fire Chief. Marc Cormier, who had been a Chief Officer since 2014, was appointed Fire Chief and Director of the City’s Emergency Measures Organization on January 3. Marc has over 20 years of experience in the fire department and 12+ years of management and leadership experience. He has completed fire department administration and leadership training through Dalhousie University.
Ginette Barrieau is now Director of Human Resources. Ginette has over 15 years of experience in human resources and management with ExxonMobil. She completed a Bachelor of Business Administration degree from Université Sainte-Anne in Nova Scotia and a Master of Administration degree from Université de Sherbrooke in Quebec.
Marc-André Cormier has been appointed Director of Engineering. Marc-André has more than 15 years of experience in municipal engineering. Marc-André worked in the private sector for eight years prior to joining the City of Dieppe in 2015. He managed several major infrastructure projects and is well liked by his colleagues. He will be able to build strong relationships with developers, contractors, consulting firms and the various municipal departments.
Émilie Haché will become Director of Immigration as of July 11, 2022. Emily was the workforce team project manager with the 3+ Corporation, coordinating the relocation of interprovincial workers. She also held various roles at the Centre d’accueil et d’accompagnement des immigrants francophones (CAFi), including managing the reception and settlement team since 2016.
Finally, Alexandre Girard, a certified professional urban planner, becomes Director of Planning and Development. His 11 years of experience in municipal planning and development will allow him to lead his team effectively and continue to maintain good relations with developers and other municipal departments.
