Protection of Privacy
The City is committed to protecting personal information. All collection of personal information by the City falls under the privacy provisions of the Right to Information and Protection of Privacy Act (RTIPPA). In addition, the collection, use and disclosure of personal information in the context of municipal services and programs is also governed the Personal Health Information Protection and Access Act (PHIPAA).
What personal information does the City collect?
Here are some examples:
- Contact information such as name, address, telephone number and email address
- Other demographic details such as age, gender and language preference
- Health information
- Personal opinions
- Photographs and videos
- Financial data on individuals, such as banking or payment card information and billing details
- Information on the education and work history of job applicants
Why does the City collect personal information?
In most cases, the personal information that we collect from you is used to deliver services on behalf of the City and to communicate with you regarding services that you have requested. For example, we collect personal information for water and sewer service billing; for fire or emergency response services; to process registrations or applications for recreational programs and services; or to respond to customer service requests or inquiries.
The City may also collect personal information to:
- verify your identity or program eligibility
- process invoices and payments for programs and services, and collect outstanding amounts
- provide first responder care during sports, recreational and other activities
- comply with legal and regulatory requirements
- deliver emergency response and fire protective services (which may require the City to collect personal health information, including the physical or mental condition of an individual)
- conduct law enforcement activities, such as issuing parking tickets and enforcing other City bylaws
- increase public safety and/or improve customer service through the use of video surveillance
- contact you regarding new services available from the City, upcoming events or other relevant notifications, or request your feedback on our services if you choose to provide us with your contact information, such as an email address
- manage and administer staff and employee programs on an ongoing basis
How can my personal information be used or disclosed?
The City considers all personal information confidential. It does not sell or rent personal information to other organizations. It also does not disclose personal information to third parties without your consent unless disclosure is required by law, such as in response to a court order or subpoena or as part of a legal proceeding. In other limited cases, where authorized by legislation, the City may disclose your personal information:
- to companies contracted to provide services for or on behalf of the City
- for calculating or collecting an amount owed to the City
- for determining eligibility or suitability for a program, service or benefit offered by the City
- for providing health care, such as when we share your health information with other health care providers at the scene of an emergency to ensure the continuity of your care
- for any other purpose for which you have given written consent
How is personal information protected?
The City takes many precautions to safeguard personal information against loss, theft and misuse, as well as unauthorized collection, disclosure, destruction and access. These measures include various forms of physical, technical and administrative precautions.
How can I access the personal information that the City has collected on me?
You have the right to examine or receive a copy of the information we maintain about you. Your request must be submitted in writing. You may also ask us, in writing, to correct your record if you believe it to be inaccurate. Finally, you may also give your written consent for another individual, such as a relative or legal representative, to access your information.
Third-party services
Our website uses YouTube and utilizes the YouTube API to retrieve videos from our YouTube channel. As such, use of the website is subject to YouTube’s terms of use (https://www.youtube.com/t/terms), including allowing third parties to post content and advertising to the City’s website. YouTube API stores, accesses and collects (or allows third parties to do so) information directly or indirectly on or from the device and browser of visitors to the site, including by placing, accessing or recognizing cookies or similar technology on such devices or browsers.
The YouTube API also collects analytics and reporting data, including number of views for a video, the number of channels for a subscriber and the number of videos in a playlist. Google may use this data in accordance with the privacy policy of the Google Privacy Policy at https://www.google.com/policies/privacy.
In addition, for data collected and used by YouTube API, users can view and revoke access to their data via Google’s security settings page at https://security.google.com/settings/security/permissions.
